One thing about the beginning…

After Partition, Pakistan  went through a period of decentralization. That is, power was disbursed to an overseeing capacity instead of locally being implemented. First world countries do that to developing countries.

Do you think that if in order for Pakistan to succeed in education, that power be allocated locally to smaller districts that administers funding, curriculum, teacher training as would fit that community.
